# A tax office site rejected your photo or PDF

A tax office website often refuses a receipt photo or a scanned statement that is only a little over a limit — or a set of files that share one remaining budget. ## Photo or PDF?

- A receipt or ID photo the site wants as JPEG: use the [photo compressor](https://sizecap.com/). Add one file if each upload has its own limit.
- A multi-page statement that must stay a PDF: use the [PDF compressor](https://sizecap.com/pdf/).

## Websites people name

Stay a little under the number on the form. Sites do not always count a kilobyte or megabyte the same way.

- **IRS Document Upload Tool** on irs.gov — JPEG, PNG, or PDF, often 15 MB per file, for a reply to a notice, not for filing a return. Try [15 MB on the PDF tool](https://sizecap.com/pdf/?cap=15mb).
- **HMRC Self Assessment** — PDF attachments together are often limited to 5 MB before encoding; many people aim nearer 3.6 MB. Shrink each scan, then check the total.
- **ELSTER** (elster.de) — Belegnachreichung is often 10 MB per file and about 37 MB for the whole send. Phone photos frequently miss the per-file cap.
- **impots.gouv.fr** and **ANTS** — French tax justificatifs are commonly a few megabytes; ANTS vehicle and titre pieces are often 1 MB each. Identity photos on ANTS use a booth code, not this tool.
- **Agencia Tributaria** complementary uploads can be large (tens of megabytes). **Agenzia delle Entrate** “Consegna documenti” is often 20 MB per file. **INPS** applications are often 4 MB.
- **incometax.gov.in** supporting documents are widely treated as about 2 MB per file. The **GST portal** refund upload is officially 10 files of 5 MB. **Protean / NSDL PAN** wants a JPEG photo around 20 KB and a signature around 10 KB.
- **e-Tax** (nta.go.jp) — attachments are PDF only, often 14 MB per send. **HomeTax** and **정부24** how-tos often say about 5–10 MB per file.
- **SAT** (Mexico) fichas often say 4 MB per PDF. **Receita Federal e-CAC** paginated PDFs are often 15 MB. **CRA** review letters may still name 150 MB across 10 files. **ATO** secure mail is often 6 files of 6 MB. **Gosuslugi** 3-NDFL evidence is often 10 MB per file and 20 MB together.

## When several files share one budget

Add every JPEG and set that total on the photo compressor. For PDFs, shrink each file first, then add them until the remaining budget is gone.

## When SizeCap will not finish the job

- A password-protected tax PDF, a digitally signed .p7m package, or an Excel or XML import (for example DJP e-Bupot) is a different problem.
- HEIC from many phones is skipped. Export or share it as JPEG first.
- Crop, millimetre frames, and white backgrounds are not this tool.
